Public folder assistant rules not working with Otlk 2003 and Exch

Hi,
Have several public folder (calendars) used for booking equipment. Have
used the administration tab and folder assistant to set up a rule to forward
items to the owner of the folder when people make bookings in the folders.
This was working in the past but since exchange 2007 install it does not work
on most of the folders.

I tried removing the rule and recreating. I also tried deleting the folder
creating a new folder and adding the rule back in to the new folder to get a
clean folder. This did not work. The emails no longer send to the owner.
There are 14 folders and only about 5 work now. Is this a bug and/or how
can we fix it. The users are getting angry.

Are all these Public Folders mail enabled?
Do you see any difference in permissions configured on the folders?
