Public Folder Permissions

Version: 2008
Operating System: Mac OS X 10.5 (Leopard)
Email Client: Exchange

When setting up Entourage 2008 with Exchange 2007 I can see public folders and create my own but the permissions are grayed out so I am the only user that has access. Is there a reason why it would do this? I looked through this forum and have seen issues with public folders but none like this. Any suggestions?

Are you the owner of this public folder on your Exchange Server. You will
only be in a position to add or remove any permissions on the public folder
if and only if you are the owner of the public folder.

I am but it still shows everything is grayed out when I go to either sharing or properties then permissions.
