Public Folder pointed to activity sources

Settings to point public folder contacts to activity sources do not keep their settings. After a period of time settings are lost. This occurs when a public folder is pointed to an individuals mailbox. Based on kb and newsgroups feature is intended to be implemented by pointing to another public folder with items rather than a users mailbox... however allows selection of user mailbox. Can this be done? (Outlook 2003, Exchange 2003 - although I think this was occuring prior to the upgrade from 2000). Thanks
