Public folder tree not showing up

I recently enabled Public folders in out Exchange 2007 environment to
publish a few Org forms. However, few of my clients dont see the public
folder tree in Outlook 2007. If I create a new Outlook profile for them, it
shows up fine.

Can you explain what is causing this. I dont want to roll out the features
without resolving this issue.
