Public Folders

I am trying to create some new calendars within the
Public Folders. I am the owner of most of these folders
being the network manager, but it still reports I or the
Administrator do not have sufficient rights to add
folders here.

Any ideas why this would be? I created a number here
when the system was setup, but cannot do so now.
