Public rubrica in exchange

Goodmorning,
what means could i configure, in automatic, a public rubrica of exchange,
not only one client but all domain, over all client in domain with a "active"
flag of "show this folder at the same of email rubricas"?

I have exchange server 2000 and outlook client from 2000 to 2007 all updated
to latest released patch.
