Publish a new form via web server download

For our application it is necessary that our customers will have the
possability to download new forms we provide for them. Each time they
download them will fill them with new data (customize them).
When we publish the form to a web server, our customers will get errors if
they open the downloaded form.
With signing the form, it is possible. But we cannot signed the form,
because the customizing and packaging of the forms will be done on UNIX.

How can we publish/distribute forms that our customers can open them without
having a connection to the published form on the web server?
Is it possible to do this without signing the form?
