Publish and FTP upload so sl-o-o-o-o slow

Using FrontPage 2003...
I've been using FrontPage sins FP 98.

Why is publish so slow to upload files? Maximum I have seen is 28 Kbps.

It does not matter if I publish (normal http) or use File FTP.

When I upload files with CuteFTP, wow! (I know the hazards). Upload is
as high as 349 Kbps.

Using an FTP client (cuteFTP, for instance) uploads the files, and does
nothing else. Publishing with FrontPage not only uploads the files, it
uploads them in such a way that there is little effect on the existing web
if a file is being updated - upload to a temporary file, then rename it to
overwrite the original. Additionally, Publish updates meta data in the
local web (and in the remote web if HTTP publishing is used) which records
which files were published to where and when. All this adds to the time
needed to upload a file.

28 Kbps - is this the figure given by FrontPage? if so, it should be
28KBps - this is about 224 Kbps.
