"publish assignment" : no effect

I am currently using Project Professional 2002 and workgroup and e-mail
based collaboration.
Can anyone explain why, for some tasks, "publish new and changed
assignments" or "republish assignments") has no effect ?
As a matter of fact, everything seems to work fine (a window indicating the
destination of the e-mail pops up) but no message is sent at all and no
error is returned.
One clue (maybe) : in the "resource usage" view, the task is tagged as "this
assignment work has been edited"

If your email accounts are not set up in the enterprise
resource pool for your resources they will not receive
any mail.

They are and some tasks are published for those resources. For some tasks,
however, no e-mail is sent :-(
