Yes , You require MOSS 2007 to Open the Browser enabled forms in a browser

Nope,

You dont require MOSS2007 for browser Enabled forms to show up:
You can do with Forms Server (which saves you some $$ per cal)
Base Price for Forms Server and MOSS standard is same but per User Licensing
is different.
