Publish first time,,Spooler hang

Fresh installation of project server, windows authentication, and SSL.
Connect to Project Server, with Project Server Account (windows),
New project,
Save--

The spooler appears, the little blue + appears, and an hourglass which
immobilizes Project persists for 2.5 MINUTES .

After the 2.5 minutes, the spooler goes idle, the Shared documents (wss)
site appears, and everything works fine. Subsequent publishing works
flawlessly.. Close, reopen the project , rebublish,, it works fine...

Its just the initial publishing which takes so flippin long..
We've verified that its not isolated to a single machine (same symptoms on 4
different machines with 4 different users)

There are no errors on the local machine App log, no spooler errors.. No
errors on the Project Server Machine app log, the Sharepoint machineapp log ,
or on the SQL Server app log.

Has anyone experienced this before?

Just to post a resolution to this problem.
It was the fact that the Sharepoint Administration site was not using SSL,
while PWA, and Sharepoint were.

We copied the sharepoint ssl cert to the Administration site, specified an
SSL port for the admin site, reconnected to it in PWA, and upon publishing a
new project, found that this issue was resolved.
