Publish Icon/command grayed out

I have created some pages for a new site. Unfortunately, the Publish/command
icon is greyed out. It seems that FrontPage is not reconizing these pages as
a web site. How can I correct this?

Did you in fact create a web site *first* before creating pages? And, are
you working on those pages after you open the website?

I think what I did was instead of creating a new web I selected New Page and
used one of the frame page templates.

Most likely.
You must create a web and have it open before you do any work.

You need to have the web open (not just a page). File > Open Web (Fp2002
and earlier) or File > Open Site (FP2003).
