Publish Tasks in PWA from MS Project 2003

I had an existing project plan on MS Project 2003. I updated the plan by
removing a resource and added another resource for the same task. Since I
have done that I am unable to publish the project plan to Project Web Server
(PWA). When I go to 'Collaborate Options' and try to publish it it gives me
the following message 'An update has not yet been sent to resources who have
been removed from task assignments......' When I click on 'OK' nothing
happens in other words it does not get published. Project gets saved fine
but never published. Does anyone has any idea how to resolve this issue? Any
help will be appreciated.

In Pro, select the task.
Go to Collaborate, Publish, Republish Assignments
Click OK.
At the top of the form, it should say selected items and should only show
that one task.
Click ok to republish.
