I have created a project in project professional. I am connected to project
server. I want to publish my project, however, I want to publish my project
without creating a workspace. This problem is the radio button to select "Do
not create a workspace at this time" is grayed out and not selectable. How do
I get this option so I can select it?

The Project Server administrator controls this functionality with a setting
in the Project Server system. Are you the Project Server administrator, by
chance? If not, there is nothing you can do to change this. Let us know.

Log into PWA with administrator permissions and then click Server Settings -
Project Workspace Provisioning Settings. In the Automatic Provisioning
section of the page, select the "Allow users to manually create project
workspaces in Project Server" option and then click the Save button. Keep
in mind that by choosing this option, Project Professional 2007 will display
the dialog EVERY time a user publishes a project until he/she finally
chooses to create the Project Workspace. Hope this helps.
