Publisher '03 layout won't match page setup for 11 x 17

As the other posts suggest, I 1st set my printer(HP9650) to 11 x17. Then same
in 'page setup' in Publisher '03.

Page layout still only shows an 8.5 x 11page. I can't find anything that
will change this default layout!
