Publisher 2002 won't install on Win98SE

Installation will not run and gives error 25506 - requires
system files update ("ADO\MSDOR15.dll is version
2.10.3711.3 when we require version 2.50.4403.4"). Can't
find an exact match for this problem in knowledge base.
Can anyone help?
