publisher 2003 and access merge

I'm using pub. to create a football program. I want to link/import/merge(?)
jpg files into the picture frames. How do I save/link/import/merge jpg files
in access/excel/publisher (?) to accomplish this?

You need to set up a field in your database containing the path to the
picture file you want to use for each record. Then using the wizard in
Publisher, insert the field "as a picture".
