Publisher 2003 Post SP3 Crashes

We have roughly 10k publisher documents, created from PDFs (I'm told). These
documents open pre-Office 2003 SP3 using an XP Pro SP2 pc (or laptop). After
SP3, I get an error :
"Publisher has deteted a problem in the file you are trying to open. If you
are certain the file came from a trusted source...click ok. Other option is
Cancel which blows me out of the program back to the desktop.

Then it provides an error report which reference mspub.exe, the App
versions(11.0.8166.0), and finally if you read the report itself, it
references the ever-generic 0x000000C5 error with no description info (no
"Driver_corrupted_expool or anything like that...). Flags are 0x0000000,
record with 0x (and a bunch of 0's) and Address 0x00000000003021160d. Then
it proceeds to list a bunch of modules, over 40 of them in a .cvr file for
later perusal.

This issue affects all the pcs that I've checked, even a freshly installed
XP Pro SP2, Office 2003 SP3 - still wont open.

Things I have tried :
Reinstall of Office 2003 SP3 (Cant do that - it says its already installed)
Remove Publisher and re-add back - same problem, didnt work
Ran the file locally - still didnt work, same error
Ran Repair, didnt work
Installed Publisher 2003 Addins (both of them) didnt work
Gone thru numerous KB articles and attempted various fixes
Blew the entire installation away and didnt update to SP3, just SP2 and
other office patches - file opened fine.

File also opens fine in Office 2007. When I save as > .pub document (there
isnt pubx like other Office 2007 documents like docx, etc) and slightly
change the filename, it then opens fine on the other computers running Office
2003 w/SP3 (that were crashing before).

It would be no problem if we had only a few documents to work with....but
10k separated on multiple servers is a pretty daunting task.

HELP PLS!!

We have Symantec Antivirus 10.1.0.396, the latest version before it changes
into Endpoint Protection, which has its problems itself, we had a horrible
time with it at another company.

Virus scan engine and dat file are latest and greatest.

I tried opening it with Virusscan disabled, no change, still didnt work.
