Publisher 2003-Tabloid Size-Problems with PDF

I created a newsletter using Publisher 2003. I laid it out in tabloid sized
paper (11x17) and portrait view. It prints perfectly on paper but when trying
to convert to a PDF (printing to PDF Converter) I get a PDF with just a
couple sections of the newsletter thoughout the page. I made sure that the
PDF paper/output was "tabloid" and that the scaling was 100%. Even after
playing with 50% or 75% I keep getting partial versions of the newsletter.
Can someone shed some light on this?
