Publisher 2003: Windows Installer error 1635

Publisher 2003 and the rest of Office 11 is also installed, Windows XP
Home SP1

In Publisher > New Publication > Business forms > Invoice > I get
several choices, but when I try to load one of them, I get the error
alerts:
"Publisher cannot run this wizard.
This feature is not currently installed. Would you like to install it
now?"

When I try to install even with the Office CD inserted .

"Publisher cannot run this wizard.
Microsoft Office Publisher cannot install the necessary files due to
Windows Installer error 1635."

It seems I used to have no problem installing additional features.
So what's the solution? What's wrong with the installer and how can I
install the invoice templates?

This patch package could not be opened. Verify that the patch package exists and that
you can access it, or contact the application vendor to verify that this is a valid
Windows Installer patch package.

I believe I am *now*. I just updated a bit. I'll double check right
after this post.But I'm still getting the same behavior with Publisher.
And if I run setup (without uninstalling the existing Office) off the
Office disk 1, I get this:

"This patch package could not be opened. Verify that
the patch package exists and that you can access it, or
contact the application vendor to verify that this is a
valid Windows Installer patch package."

What's on that KB page is perhaps the correct problem. However, I
already long ago installed 2003 over 2000. Another piece of evidence:
When I try to run setup off the Office disk 1, I get this:

"This patch package could not be opened. Verify that
the patch package exists and that you can access it, or
contact the application vendor to verify that this is a
valid Windows Installer patch package."

I searched for "Windows Installer error 1635" and I found that too.
Here's the pertinent part:

"RESOLUTION
To resolve this issue, run the Windows Installer CleanUp utility to
remove the Windows Installer registry settings, and then reinstall
Office. To do this, follow these steps:
1. Download, install, and then run the Windows Installer CleanUp
utility to remove the Windows Installer registry settings that are
associated with your Office installation. The following file is
available for download from the Microsoft Download Center:
msicuu2.exe
(http://download.microsoft.com/download/e/9/d/e9d80355-7ab4-45b8-80e8-983a48d5e1bd/msicuu2.exe)
....
2. To use the Windows CleanUp utility, follow these steps:
a. Click Start, point to Programs, and then click Windows Install
Clean Up.
b. Select the program that you want to remove, and then click Remove.
c. Click OK, and then click Exit.
....
3. Run Office Setup to reinstall Office.

Note Because the Windows Installer CleanUp utility deletes Windows
Installer-related registry settings and not the Office program files,
make sure that you install Office in the same folder where it was
originally installed to prevent duplication of files on your hard
disk."

If I'm going to reinstall office, I'd like to first save my settings
and everything else. I'm sure the documents will be untouched. But last
time I installed Office over a previous Office, I got a password
attached to the mail folders. I never did get those opened again. So,
naturally, I'm a bit cautious before I do something as major as
reinstalling Office. Right now, with the exception of not being able to
download templates (and the associated symptoms), everything seems to
be functioning normally.

If you read the beginning of the CleanUp article, it stated
The Windows Installer CleanUp Utility does not: . Remove Windows Installer.
. Remove files of any programs that are installed by Windows Installer, such as
Microsoft Office 2003.

I have used the CleanUp on Office 2003, it did not remove any settings. If you have
your activation number you should be fine. If you want this issue resolved...

You can find your activation number by downloading the Belarc advisor and using it
before you do the cleanup.

Thank you. The problem is fixed. I can now download invoices for
Publisher.
I installed and ran Windows Installer Clean-up; I selected Office 11
and uninstalled
I re-installed Office 11
Yes, it asks for the key again. .
Publisher now can download templates. None of the Office settings have
changed.
