Publisher 2007 - email merge problem

When I do an email merge the email message (the designed page) goes through
all "broken up". the page gets cut and part of the page "moves" to the
right. The recipient can't read it. it looks horrible. Why is this? I
didn't have this problem in Publisher 2003. It only works if I insert the
page as a jpeg. but then I can't do an email merge.
