Publisher 2007 pop-up in Outlook 2003 - Annoyance

Every time I get a new Outlook Email message (in Outlook 2003), before the
message downloads to my Inbox, Publisher 2007 pops up a configure dialog box
that takes about 20 seconds and then disappears? I uninstalled Publisher 07
and the pop up disappeared. After reinstalling it - the popup once again
appeared. I then tried to run a repair on Publisher 07 but to no avail -
still getting the popup every time. Any suggestions would be greatly
appreciated!
