Publisher 98 and Post Script Printer

I am troubleshooting a problem with a computer running Publisher 98 under
Windows 98. Till last week, the default printer was an HP PSC 1200. Now they
upgraded to a Xerox Phaser 8400N, so they could do large color print jobs.
The first job was a tightly-formatted document with a textbox full of
single-spaced items. It had previously been printed to the HP. When viewing
it onscreen, you can see every line. As soon as the Xerox printer is
selected, the last lines disappear, and the printed version is missing those
lines. (Font being used is Arial.) Xerox advises it's because their printer
uses Post Script drivers. They say this *should* not happen with new
Publisher docs created and first printed to the Xerox (which is now the
default). They say a PCL driver would make the Xerox perform basically like
the HP, but they don't have a PCL driver for Win 98.

I am trying to decide the best approach while we still have the option to
return the printer. Can anyone advise? Will we continue to see a discrepancy
between what Publisher shows onscreen and what the Xerox prints, or will
this be resolved for new documents? (I cannot just uninstall the HP because
the user needs it for the scanner.) Is it more sensible to upgrade the
Publisher version? Any thoughts are appreciated.
