Publisher Doc convert to PDF file, then changes colors once emaile

I have created a document/flyer within Publisher and converted to PDF/XPS
file. Once this PDF is received and opened by an email recipient, the
paragraph headings - created in a royal blue - comes through as black. Over
colors on logos, framing, etc., are fine! What am I not doing right?
