we want to print a 4 page newsletter, we can't get the pages to print where
it needs to be on the 11X 17 paper

Are you trying to print 4 pages on two sheets of 11x17?
And assuming you have a printer that will handle 11x17 paper.

If so, try this:

File
Page setup
Special fold
Book fold
Landscape
OK

When it asks you if you want 4 pages, answer yes.

You should be on your way.
