Publisher needs a complete overprint feature

Have tried to overprint photos and such over solid PMS colors and can't seen
to do it with any of the features. This is very common in the commercial
printing world, but seems very difficlt in Pubisher and none of the
suggestions I have been given in this format seem to work. Thank You.
