Publisher Photos +poor quality

I am using a service provider who makes laser copies of my Publisher files
and then shoots the pages with a large camera. The print looks fine, but the
photos are awful. I was told that Publisher doesn't have halftones.

I don't believe Publisher can generate halftones itself, but it can
certainly produce output that will be appropriately halftoned by any
PostScript RIP or laser printer, according to the print settings chosen.
Shooting laser-prints is not the way to get a high-quality reproduction,
though: much better results can be obtained by going directly to film.
I've imaged plenty of Publisher documents with 133- or 150-line screens.
