In Publisher 2000 go to Insert > Page > More options and make sure that
'Duplicate All Objects On Page' is ticked if you want common design elements
to appear on each page is ticked. Also consider ticking the 'Add Hyperlink
To Web Navigation Bar' if you want the new page automatically linked to the
first page.
