Publisher starts 17 inches down the page - not at top

My Publisher web pages start 17 inches from the top - not at the top of the
web page area. Is this to be expected? Or should I do something to adjust
it?

Also, my logo appears smooth in Publisher but very jagged in Preview. What
to do - Oh what to do...?

No, a web page starting 17 inches from the top is not expected. It might be
because you are using a freebie web host service, and they are putting
something above your page, or? Post the website URL.

Your logo is probably being converted to a lower quality image, perhaps a
GIF because of the overlapping of elements. Either redesign, or perhaps copy
all the logo elements into a image editing program and produce your logo
there, before inserting or importing into your Publisher document.
