Publisher web publishing problems

I have a web site that was designed in Publisher 2003 and I have been
updating it for years and uploading it with no problems. All of a sudden it
doesn't appear correct anymore. There are ? appearing all over the page.
Bullets inserted aren't showing up correctly. quotation marks show up as ?
marks. I don't know what to do or what has happened to my web site. I have
tried to upload older versions of my site and the same errors appear. I have
deleted all the files off my server. Deleted the files in the publishing
file over and over. When I do a preview it looks just fine. I use IE 6.0,
WIN XP, I use WS FTP pro to upload my site. The site is
www.bethchaverim.net. Please help, we are a non-profit and can not afford to
pay someone to correct this error.

I believe this is on the FAQ -

it occurs when you use a symbol not supported in standard html, in this case
it appears to be your star symbol. So then you have to find an encoding to
support it.
under Tools, options, find the Encoding setting and you'll find it set to
either western european or unicode-8. change it to whichever of these two it
is not currently set at.
then resave and republish and test the new output.
if neither encoding will work then you should drop the symbol(s) causing the
issue.
sometimes it's best to just find a gif image version and use it in place of
symbol characters.
