publisher

I've created an invite (with text) in publisher , using clip a art border.
Can I move text to front of clip art, & paste this into an Outlook/Word Doc
to email?

Hard for us to say because we don't know what you did in Publisher. And
why ask here? It should only take you about five seconds to try it
yourself. Copy, paste, email to yourself, see how it looks. How hard
is that?
