Publishing a blank project

There are spooler errors when I try to publish a blank project with no
resources assigned to it. This is not "normal," correct?

System Error 0x80004005

I do not have access to the application log, but presume this means
there is a duplicate assignment. However, it's a blank project I'm
trying to publish.

I would recommend that you get someone to retrive the server's application
Event log and post the error messages here. Let us know.
