Publishing a Form to the Organzational Library using Outlook2k3/Exchange2k3

I have created a organizational forms library on my exchange server. I tried to open a form that we use in our public folders to display contacts (that have a lot of additional information). However, after using the "publish as ..." and specifying the name and publishing it to the Organizational Forms Library, the form is not available.

How do i make that form available

How do you know it's not available? If you use Tools | Forms | Design a
Form, do you see it? Does it have <hidden> appended to it?
