Publishing a Project

Hello. I am getting the following error in Microsoft Project Standard 2002 when I try to publish a project " You are trying to publish a non enterprise project to Microsoft Project Server. The administrator settings on the server do not allow you to publish non-enterprise projects.
We are using Microsoft Project Server 2003, and I am using the administrator account to connect. I have tried, with no luck, to change the mode in the Server Configuration area of PWA. Currently, the enable enterprise features mode is selected along with the "Allow only enterprise projects to be published to this server" checkbox. When I make any changes to this page, however, they revert back to the original settings when I leave the page. Any suggestions would be greatly appreciated!

When you launch Microsoft Project Professional, you must log into Project
Server to be able to create and publish enterprise projects. Refer to the
following link for information on how to do it:
