Publishing Excel Spreadshhet in a public folder

I have an Excel spread sheet that I would like to be made available to all
users by them accessing it via a public folder. Is there any way of doing
this? Also is it possible once it is in the public folder, that Outlook
permissions can be applied to the spreadsheet?

You can just drag it into the folder, or use the FIle | Send To | Exchange Folder command.

Outlook permissions are per-folder and would apply to the item in the folder. Those permissions would not, however, prevent any user with read access to the folder from opening the worksheet, saving it as another file name and editing it.
