Publishing from a server-based Web to a disk-based Web

In FP 2002 and even in 2003, you must first create a folder on your hard
drive, floppy, USB drive, or whatever, to hold your Web before you can
publish from the server based Web down to the disk-based Web. Yet you can
publish from a disk-based Web to a server based Web and FP creates the
destination folder for you. Is this a glitch in FP or why is it like this?

When you publish to a server based web, you are publish to a root web that is already configured on
the server.

When you publish to a disk based web, you shouldn't have to create the folder first, but it does
make it easier to just browse to the folder, otherwise you must type in a full path.
