Publishing New and CHanged Assignments

I have published a project plan using PWA.
Now if I insert a task and then publish using
Publish-->New and Changed Assignments it works. The Resources get an update
of the new tasks.
But if I make a change in the scheduling and then publish using
Publish-->New and Changed Assignments it doesn't get changed. The resources
aren't able to view the new schedule.
What is the problem I am facing?

You did not state what type of changes you made on the task, but if you
manually entered actuals (Actual Start, Actual Work, Actual Finish, etc.) on
the task in the Microsoft Project plan , you need to republish the
assignments using:

1. Collaborate - Publish - Republish Assignments
2. Select the "Overwrite actual work entered by resources" option
3. Click OK

Doing so will "push" your actuals to the user's timesheet in PWA. Hope this
helps.

Some of the changes I made was,
I pushed the start to a future date
I changed the duration of the task
These are not actual values.
What is the problem being faced?

When you change either the Duration or Start date of a published task,
Microsoft Project should have displayed an "Information for this task has
changed..." indicator in the Indicators column of the Gantt Chart view. Did
you see this indicator? Let us know.

I'm actually experiencing something just like this. In my test case, I
have 2 tasks: 1 Fixed Duration and 1 Fixed Work. If I adjust remaining
work on the fixed duration task, I do not get the "task changed" icon
in the indicator column nor is the change identified under Publish >
New and Changed Assignments. Likewise, using "Publish All" doesn't
find it either. I do, however, get a changed icon if I adjust
duration, which seems like the only value that recognizes that a change
was made.

This scenario does not happen under the fixed work type. I can edit
work, remaining work, units, or duration and I get a changed icon (and
can publish this as a new or changed assignment). Basically, just as
you would expect it to behave.

Is this normal behavior and if so, are there other situations like this
one? It's quite confusing as this is technically a change to the task
but it's not able to be published to users of PWA. My test environment
is Proj Serv 2003 SP2a, Project Pro SP2, under a Win 2003 SP1 VPC
image.

To see Project Server's definition of a "new and changed assignment" do the
following:

1. Open an enterprise project
2. Click Tools - Options
3. Click the Collaborate tab
4. Examine the "Publish new and changed assignments..." section at the
bottom of the page

Notice that a "new or changed assignment" is any task where the Start or
Finish date is changed, or where the % Complete value or outline structure
changes. On a Fixed Duration task containing no progress (% Work Complete =
0%), changing the Remaining Work on the task does not change either the
Start or Finish date, percent complete, or the outline structure.
Therefore, your change to the Remaining Work value does not constitute a
"new or changed assignment" and thus, you do not see the indicator On the
other hand, on a Fixed Work task, changing the Remaining Work will
reschedule the Finish date and Duration of the task, constituting a "new and
changed assignment" and thus, you see the indicator. Hope this helps.
