Publishing Problem

I'm having trouble with one of the sites I edit, manage, publish with FB
2003. This is the error message I'm receiving when I click publish...

"Could not find a web server at www.mooreframes.com on port 80. Please check
to make sure that the web server name is valid and your proxy settings are
set correctly. If you are sure that everything is correct, the web server may
be temp. out of service."

This has been going on for two weeks and the host company did several tests
claiming everything is correct on their end. They said port 80 is fine and
the FP extensions are installed correctly. I have been editing and publishing
six other sites from the same computer, same program, same host and they work
fine. I have the name correct (http://www) and password. I'm really stuck and
can't figure out what the problem is and the hosting company said maybe it's
the IP address? Could that be true? I don't understand why and then why can I
publish all the other sites just fine?

Download FP Cleaner from http://www.95isalive.com/fixes/fpclean.htm
Run the routines that clear the hidden web cache files, and hidden
temporary files.

Can you browse to the site in Internet Explorer? If so, there is
nothing wrong with DNS or IP address.
Browse to the site in Internet Explorer, then File->Edit with FrontPage.
You should get the login dialogue (I do) which indicates that the
extensions are installed and running. Log in, then open your local copy
of the site and publish.
