Publishing problem

Publshing/Index problem

I recently was deleting all the files from an old website to use it to make a
new one. This was in the primary web. I accidentally deleted the index
page. I created a new idex page but when I went to publish this page to the
web the "publish to web" heading was greyed out.

It is now after sometime available again but when I do try to publish the
page it says that the directory structure has been modified and gives a few
options. Use the preexisting structure, Change to the new structure, or
Merge the structures.

Which option do I choose and why is the structure changed. Did it have
something to do with my deleting the index page from the primary web?
