Publishing project info to MS Prjt Server 2003

I've setup MSPrjt 2003 for server and can not publish to
the Server because of an Project Server Security Logon
error. Once in MSPrjt client (loading offline), I'm able
to connect to the server via Test Connect in Account
Preperties. However when trying to publish via
Collaboration, I get recieve the following error. Project
cannot access the Project Server
http://ATLCRPCST01/ProjectServer.

Please check the Project Server URL in the Collaborate tab
of the Options dialog box (Tools menu). Make sure the
server is functioning correctly, and is a valid Project
Server.

Retry accessing the Project Server -
http://ATLCRPCST01/ProjectServer

All appears to be setup correctly, we are operating the
server in stand alone without the use of SharePoint or
Active Directory. Is anyone out there able to operation
MS Project Server in stand alone setup mode?
