Publishing Project Problems "SeTcbPrivilege Error"

I am getting the "administrator blocked access to pjdbcomm.dll" error. I did
upgrade a clean 2000 server to 2003 prior to the install of project server
2003. I can launch the Web access without a problems, I can launch the
sharepoint without an errors. The account logon on is the administrator. I
have seen the post about check the secure of the ISAPI file. The event log is
getting a error ID: 2266 Source: W3SVC-WP "The account that the current
worker process is running under does not have SeTcbPrivilege privilege, the
anonymous password sync feature and the digest authentication feature are
disabled."
