Publishing to OFL

Where do I go to change my permissions so I can publish to OFL. I read an
earlier post and do not seem to have the same options.

I log onto my exchange server with Admin rights. Open Exchange System
Manager.

But i do not have 'Administrative Groups" to expand. Where else should I
look for EFORMS Registry I read about in other posts?

Can you see Public Folders? If so, from http://support.microsoft.com/default.aspx/kb/244591/:

5.Right-click Public Folders.
6.Click View System Folders.
7.In the list of folders present in the right-hand pane, click the EFORMS Registry folder.
