When publishing your Excel document you're actually
distributing the excel document in a .html format that
can be read by browsers (i.e. users can view the data
without having the Excel application).
Saving your excel document in its original excel format
(.xls) to the web is different because your document
isn't reformatted to be viewed by browsers therefore
users who don't have Excel won't be able to view it.
In both cases the excel document (.xls) will be the
master unless you decide to code in html and edit the
html version.
