I know this is a simpleton question, but after I complete my web, I ise the
"publish Web" tool to publish my site to a my website and I cannot connect.
I am told that to make extensions work, I have to publish through "Publish
Web".

I have no problem uploading through CuteFTP, but all the bells and whistles
don't work when going throught cuteftp.

Any help?

If you have use FTP, then your host needs to re-install the FP extensions and you must then publish
using File Menu | Publish web / site to http://www.yourdomainname.com

That's correct - by using FTP you've probably corrupted the server
extensions which the "bells and whistles" require. If you want to use them,
then you do need to publish via http: mode in Frontpage. have your host
reinstall them, then publish ONLY by http: mode in Frontpage thereafter.
