punctuation differences between document and website

Can anyone tell me why apostrophes and quotation marks that look fun on my
document are showing as question marks on my website? Thanks to David
Bartosik's article "How to Publish Your Publisher 2003 Web Publication" this
absolute newbie actually did it-including pictures and animation-just those
pesky question marks. I'm still on dial-up so have avoided the latest
updates-could this help? Thanks

Pardon me. I meant to say that the puncuation looks fine on the document-not
fun.
