Purchasing used software

If someone is no longer using their office x software, unistalls it from
their computer and sells it to me, will I be able to register it with
microsoft without any problems.

Yes. Registration is not mandatory, but you should be able to do it anyhow.
Microsoft's Mac products don't use software activation like some of the
Windows products do.
