Pushing items to Outlook Calendar

Management is looking for a way to push items out to the calendar's, but NOT
as meeting. They want to force them out so they are just there, with no
need to accept it by the employee.

Does anyone know of a way to either script this or a thrid party application
that will do this?

If it can be scripted, I would apperciate an example or where I can find an
example.

Forgot to mention, currently using Exchange 2000 on the back end. Will be
moving to Exchange 2003 this weekend.

However, I need it to be completely with no end user intervention,
unfortunately.
