Put an Access database on the internet

Well, Access cannot be run over the internet. You basically need to provide
your users with remote control software and a VPN connection so they can run
Access remotely on one of your servers or else re-write the interface
portion of the application in a web-based platform so they can use a web
browser to do it.

work order from any pc with or without microsoft access being loaded.

You need to learn ASP or PHP, then, or perl, or java, or a technology that
is suited to the task you want to perform.
