Putting our Employee Manual on CD--will Powerpoint do this?

We would like to put our company's employee manual on CD (we currently
hand-it out in a 3 ring binder).

The various chapters in the our employee manual exist as MS Word files.

I would like it so that the CD when inserted in a pc would bring-up a screen
with a left and a right-side pane. In the left pane would be a list of
manual chapters. Clicking on one of the chapter links would bring up the
content in the right-side pane. The user could scroll the right side pane to
view all the content.

I am told that PowerPoint will allow me to do this. Can anyone advise if it
can, and maybe some steps to implement a project like this? Thanks in
advance for any advice!

I think you could do this in PowerPoint, but I think that Adobe Acrobat
would be the right choice for something like this. The person who creates it
would need Acrobat Professional (or some other pay version), but everyone
else would just need the free Adobe Reader that could probably get put on
the CD.

PS. It's a good thing I don't work for Microsoft; this is the second time
today I've answered a "can PowerPoint do this" question by suggesting a
non-Microsoft product.
