Puzzling quotes around text

I opened a CSV comma-delimited file in Excel 2000. Then I edited one of
its columns, typically deleting parts at the start and end. These included
some 'non-printing' characters (small rectangles, etc).

When viewed in a text editor, some of these text strings are "surrounded
by quotes", yet others are not.

Can someone explain please?

if into a cell is a text string with a sign normally used to delimit the
cells, this text string must be entered with quotes

Thanks Claus. But after much study it turns out that the cause was
'Return' (CRLF) characters present in that string. When viewed in the
program I was using these had been displayed as a period, '.'. When viewed
in IrfanView > Properties > Comment the string was seen as originally
intended, split onto two lines.
